Assam Cabinet Approves State Capital Region, Development Authority for Dibrugarh

DIBRUGARH, June 6: The Assam Cabinet has approved the creation of a State Capital Region (SCR) in Dibrugarh and the establishment of a dedicated development authority to oversee the planned expansion of the state’s second capital.

The decision was taken during the first Cabinet meeting held after the expansion of the Council of Ministers led by Chief Minister Himanta Biswa Sarma.

As per the Cabinet’s approval, the proposed State Capital Region will cover areas within a 20-kilometre radius of the Dibrugarh Capital Complex. To manage and regulate development in the region, the government has approved the formation of the State Capital Region Development Authority, Dibrugarh (SCRDA-D).

The authority will be responsible for preparing regional and sectoral development plans, identifying growth corridors and guiding future urban expansion in line with Dibrugarh’s growing role as Assam’s second capital.

The MLA of Dibrugarh will serve as the ex-officio Chairman of the authority and will enjoy Cabinet rank status.

To accelerate infrastructure development in the region, the state government has earmarked ₹500 crore over the next five years. The allocation will be in addition to ongoing development projects already being implemented in the area.

The initiative is aimed at ensuring planned urban growth, strengthening civic infrastructure and supporting Dibrugarh’s emergence as an important administrative hub of the state.
