Guwahati, Assam: The Assam government has moved to speed up the establishment of departmental offices and manpower in newly created districts by simplifying the approval process that had previously involved multiple administrative departments.
The decision follows a review by the Department of Personnel, which found that the existing procedure for creating offices and posts could delay the operationalisation of administrative machinery in the new districts. The Personnel Department has now issued an executive order aimed at making the process more direct. The subject of the order is listed by the department as the waiver of the requirement to obtain the views of the Personnel Department and the Administrative Reforms, Training, Pension and Public Grievances Department for creating offices and manpower in newly created districts.
Under the revised arrangement, proposals for establishing offices and creating manpower in newly formed districts will no longer have to go through the earlier process of obtaining the views or concurrence of both the Personnel Department and the Administrative Reforms, Training, Pension and Public Grievances (ARTP & PG) Department.
Instead, the concerned administrative departments will submit such proposals directly to the Finance Department for concurrence, following the applicable financial rules and procedures.
The departments concerned will remain responsible for examining their proposals before sending them to the Finance Department. This is intended to reduce procedural delays while retaining the required financial scrutiny for the creation of new offices and posts.
The move is expected to facilitate the setting up of essential departmental infrastructure in the state’s newly created districts and help administrative services become operational more quickly. The Assam Personnel Department says its responsibilities include staffing government offices and addressing manpower requirements for effective administration.
The revised procedure specifically focuses on proposals related to offices and manpower in newly created districts, where delays in establishing departmental structures can affect the delivery of government services at the local level.
With the approval route now streamlined, individual administrative departments can initiate the process directly with the Finance Department instead of waiting for separate views from the two departments involved under the earlier system.
The decision forms part of the state government’s administrative efforts to make the process of establishing offices and staffing in newly created districts more efficient.
