Itanagar, July 19 — The Arunachal Pradesh Cabinet, led by Chief Minister Pema Khandu, approved a series of transformative decisions on Friday designed to uplift key sectors including education, internal security, child welfare, housing, legal infrastructure, and civil administration.

Boost to Technical Education
To strengthen technical education in the state, the Cabinet approved the creation of 34 new teaching and non-teaching posts at the Government Engineering College, Toru in Papum Pare district. This move aims to improve the quality of engineering education and expand academic capacity for aspiring students in the region.

Enhancement of Internal Security
In a major push to fortify the state’s internal security framework, the Cabinet sanctioned the formation of the 6th Indian Reserve Battalion (IRBn). Arunachal Pradesh currently operates with two Arunachal Armed Police Battalions (AAPBn) and five Indian Reserve Battalions. The addition of a sixth IRBn is expected to:

  • Create new employment avenues for local youths
  • Strengthen law and order mechanisms

Child Protection Reforms
The Cabinet adopted Model Guidelines for Support Persons under Section 39 of the POCSO Act, 2012, with appropriate modifications tailored to Arunachal’s needs. The guidelines stipulate:

  • Appointment of one support person for every 10 cases
  • Defined qualifications, selection criteria, duties, and responsibilities for support persons
  • Assistance to child victims during both pre-trial and trial stages

This decision reflects the government’s commitment to child-centric justice and support systems.

Transparent Housing Allotment
To ensure fair and transparent distribution of general pool government quarters in both the state capital and districts, the Cabinet approved new allotment guidelines. The measure is aimed at:

  • Preventing encroachment
  • Eliminating misuse of government quarters
  • Ensuring transparency and accountability in housing allocations

Legal Infrastructure Strengthened
To fortify the prosecution framework, the Cabinet approved the creation of the following posts in the Directorate of Prosecution:

  • 3 Deputy Directors (Prosecution)
  • 10 Assistant Directors (Prosecution)
  • 18 Clerical Staff

Furthermore, existing Additional Public Prosecutors will be re-designated as Deputy Directors. The pay matrix levels for Public Prosecutors, Additional Public Prosecutors, and Assistant Public Prosecutors have also been revised to align with current government norms.

Forensic Science Directorate Cadre Restructuring
As part of cadre reform in the Directorate of Forensic Science at the Police Training Centre in Banderdewa, the Cabinet approved:

  • Amendments to recruitment rules for Scientist-E, Scientist-D, Scientist-C, and Laboratory Assistants
  • Changes in nomenclature
  • Revision of pay structures for better parity and efficiency

Strengthening Civil Aviation
In a move to expand civil aviation operations, the Cabinet approved the creation of 10 new posts under the Directorate of Civil Aviation. This aims to improve operational efficiency, air connectivity, and regional access across Arunachal.

Departmental Restructuring
The Cabinet also approved the transfer of Veterinary Officer posts from the Rural Development Department to the Animal Husbandry, Veterinary and Dairy Development Department. This restructuring is expected to streamline administrative roles and enhance service delivery in the veterinary sector.

These wide-ranging decisions showcase the Arunachal Pradesh government’s continued dedication to efficient governance, citizen welfare, public sector reform, and job creation. The approved measures are expected to significantly enhance administrative capability and improve service delivery across the state.
