Assam Launches ‘Guru Dakshina 1.0’ Portal to Provide One-Time Financial Settlement to Non-Provincialised Teachers

Guwahati, March 16: Assam Education Minister Ranoj Pegu on Sunday launched the Guru Dakshina 1.0 Portal, a digital platform aimed at providing a one-time financial settlement to eligible teachers of venture educational institutions whose services were not provincialised despite their institutions being taken over by the government.

The portal was formally launched at the Samagra Shiksha Assam (SSA) office in Kahilipara, Guwahati, in the presence of officials from the state’s education department. Announcing the launch through a post on X (formerly Twitter), Pegu said the initiative has been introduced under the leadership of Assam Chief Minister Himanta Biswa Sarma.

Pegu described the initiative as an important step towards acknowledging the long-standing contributions of non-provincialised teachers who served educational institutions across the state but were not included during the provincialisation process.

“Under the visionary leadership of Hon’ble CM Himanta Biswa Sarma, I officially launched the Guru Dakshina 1.0 portal today at the Samagra Shiksha Assam office in Kahilipara. This initiative honours the dedication of our non-provincialised teachers by providing a one-time financial settlement,” Pegu wrote on X.

Purpose of the Portal

The Guru Dakshina Portal has been jointly introduced by the Department of School Education and the Department of Higher Education, Government of Assam. The initiative came into effect on March 15, 2026, and aims to extend financial assistance to teachers who were left out during the provincialisation of educational institutions.

Many venture educational institutions in Assam were brought under the government through legislative measures such as the Assam Venture Educational Institutions (Provincialization of Services) Act, 2011 and the Assam Education (Provincialization of Services of Teachers and Re-organisation of Educational Institutions) Act, 2017. However, despite the provincialisation of several institutions, a section of teachers did not receive provincialised status, leaving them without government service benefits.

The newly launched portal seeks to address this gap by providing a one-time financial settlement as recognition for their service.

Who Can Apply

According to the education department, the portal is open to:

  • Teachers from venture LP (Lower Primary) schools
  • Teachers from UP (Upper Primary) schools
  • Teachers from high schools and higher secondary schools
  • Teachers from degree colleges

These applicants must belong to institutions that were provincialised by the government but whose individual services were not included in the provincialisation process.

The scheme also allows retired teachers from such institutions to apply.

In cases where an eligible teacher has passed away, a nominee or legal heir may submit the application, provided they furnish the necessary legal heir certificate and supporting documents.

However, non-teaching staff are not eligible to apply through the portal.

Online Application Process

Applications for the Guru Dakshina scheme must be submitted online through the portal, with all required documents uploaded digitally.

Applicants will also need to pay a non-refundable processing fee of ₹300 while submitting the application. Additionally, they must provide details of an active bank account in their own name, where the financial settlement will be credited once the application is approved.

The system requires applicants to register with a mobile number and email ID, which cannot be changed after final submission of the application.

Three-Stage Verification System

To ensure transparency and accuracy, every application submitted through the portal will undergo a three-stage verification process before approval.

The verification stages include:

  1. Recommendation by the head of the institution
  2. Verification at the district level
  3. Final verification at the state level

Only after completing these stages will the financial assistance be sanctioned.

Dedicated Helpdesk for Applicants

To assist teachers with the application process, the government has also set up a dedicated helpdesk. The support system will guide applicants in uploading documents, completing registration, and resolving technical issues related to the portal.

Officials have urged eligible teachers to submit their applications within the notified timeline to avoid missing the opportunity for financial assistance.

Government’s Commitment to Teachers

Highlighting the importance of the initiative, Pegu stated that the government remains committed to ensuring the welfare and dignity of educators who have contributed significantly to Assam’s education system.

The Guru Dakshina initiative is expected to benefit a large number of teachers across the state who served venture educational institutions for years but did not receive provincialised status when their institutions were brought under the government framework.

With the launch of the portal, the Assam government aims to provide long-awaited recognition and financial support to these teachers, acknowledging their role in strengthening the state’s educational institutions.
