Assam Launches Online Portal for Provincialisation of Venture Institutions

Assam Chief Minister Himanta Biswa Sarma on Tuesday launched an online portal for the provincialisation of venture educational institutions under the Assam Education (Provincialisation of Services of Teachers and Re-Organisation of Educational Institutions) Act, 2017, as amended in 2025, marking a significant step towards digitising and streamlining the process.

Sharing the development on X, the Chief Minister said he was delighted to inaugurate the portal, which is aimed at bringing greater efficiency, transparency, and uniformity to the provincialisation mechanism for eligible educational institutions across the state.

Education Minister Ranoj Pegu, who accompanied the Chief Minister at Lok Sewa Bhawan during the launch, described the initiative as a major digital reform in Assam’s education sector. In a separate post on X, Pegu said the Chief Minister formally launched the Provincialisation Management System (PMS 1.0), a comprehensive online platform designed to manage the provincialisation of both teaching and non-teaching staff in venture institutions.

According to the Education Minister, PMS 1.0 has been developed under the Department of Higher and School Education and will ensure transparency, equity, and efficiency in the entire provincialisation process. The system will facilitate the identification and verification of eligible venture educational institutions strictly in accordance with the provisions of the 2017 Act and its subsequent amendments.

The digital platform is expected to reduce delays, eliminate manual discrepancies, and provide a structured workflow for applications, scrutiny, and approvals. Officials said the system will also help maintain accurate digital records, making the process more accountable and accessible to stakeholders.

With this initiative, the Assam government aims to bring clarity and confidence among teachers, staff, and managements of venture institutions, while reinforcing its commitment to reforms and transparency in the education sector.
