Meghalaya CM Hails Achievements of Top Village Level Entrepreneurs for Transformative Grassroots Work

Shillong, July 23, 2025: Meghalaya Chief Minister Conrad K. Sangma has lauded the exceptional contributions of two Village Level Entrepreneurs (VLEs) from the state for their outstanding service during the Financial Year 2024–25. The recognition highlights the growing impact of digital governance and entrepreneurship at the grassroots level across the state.

Taking to X (formerly Twitter) on July 18, the Chief Minister expressed pride in the efforts of Rose Angeline Kharsyntiew from Mairang, Eastern West Khasi Hills, and Sengbath D. Sangma from Samanda, East Garo Hills.

“Proud to share the achievements of two outstanding Village Level Entrepreneurs (VLEs) from Meghalaya who have made significant contributions during the Financial Year 2024–25,” the CM wrote in his post.

Grassroots Change Agents
Rose Angeline Kharsyntiew was recognized for her dedication in transforming public service delivery at the grassroots level. Her initiatives have not only made government schemes more accessible to the local population but have also had a measurable impact on youth empowerment in her region.

Kharsyntiew’s efforts are seen as a model for leveraging digital platforms and citizen-centric services in remote areas. Through her VLE centre, she has helped streamline access to essential services such as Aadhaar enrollment, PAN card applications, banking, and government welfare schemes.

Top Transacting VLE
Meanwhile, Sengbath D. Sangma was awarded for being Meghalaya’s top transacting VLE for FY 2024–25. Operating from Samanda in East Garo Hills, his exemplary performance reflects a strong commitment to digital entrepreneurship and efficient service delivery.

Sangma has processed a record number of transactions through his Common Services Centre (CSC), helping villagers gain easy access to digital services and ensuring financial inclusion in remote areas. His proactive approach has earned him accolades not only from the government but also from the communities he serves.

Government Push for Digital Empowerment
Both VLEs operate under the Common Services Centre (CSC) Scheme, an initiative under the Ministry of Electronics and Information Technology, Government of India. These centres are designed to provide essential services to rural citizens through a single-window, digital-enabled platform.

The Meghalaya government, under Conrad Sangma’s leadership, has placed a strong focus on rural empowerment, digital literacy, and entrepreneurship development, particularly through the Digital India mission. Recognition of VLEs such as Kharsyntiew and Sangma reflects the success of this initiative on the ground.

A Model for Rural India
Chief Minister Sangma’s recognition of these achievers underscores the importance of local entrepreneurship in driving inclusive growth. Their achievements serve as an inspiration for other VLEs in the state and across the country.

“Their dedication and commitment showcase the power of grassroots innovation. They are true change-makers,” said a senior official from the Meghalaya Digital Services team.

Both VLEs are expected to be felicitated in an upcoming state-level event celebrating digital champions of the year.
