Patna, October 31: Less than a week before the first phase of polling for the Bihar Assembly Elections 2025, the National Democratic Alliance (NDA) unveiled its election manifesto — a sweeping vision document packed with big-ticket promises on employment, infrastructure, and women empowerment.
The ‘Sankalp Patra’ was released in Patna on Thursday by BJP President JP Nadda and Chief Minister Nitish Kumar, alongside senior leaders of the alliance, which includes the BJP, JD(U), Lok Janshakti Party (LJP), and other partners.
Massive Job Promise for Youth
The headline announcement was the creation of 1 crore government jobs, a move aimed at curbing Bihar’s long-standing issue of mass migration in search of employment. The manifesto promises to conduct a comprehensive skill census to map youth capabilities and provide skill-based employment opportunities.
“We will establish Bihar as a global skilling centre with mega skill hubs in every district,” the document stated. Additionally, ‘Centres of Excellence’ for sports will be established across divisions, including a dedicated Bihar Sports City.
Empowering Women: ‘Lakhpati Didis’ and ‘Mission Crorepati’
Women empowerment stands out as a major focus. Through the Chief Minister’s Women Employment Scheme, women will receive financial assistance of up to ₹2 lakh to start small businesses.
The NDA also vowed to turn 1 crore women into ‘Lakhpati Didis’, helping them earn at least ₹1 lakh annually. Taking it a step further, the ‘Mission Crorepati’ initiative aims to transform successful women entrepreneurs into crorepatis through credit and capacity-building support.
Infrastructure Push: Airports, Expressways, and Industrial Growth
The manifesto promises a major infrastructure transformation with the construction of four international airports — in Patna, Darbhanga, Purnia, and Bhagalpur — and the establishment of metro rail networks in four major cities.
In addition, seven new expressways and the modernization of 3,600 km of railway tracks are planned to enhance connectivity. The NDA also committed to expanding air connectivity to 10 new cities.
To drive industrial growth, the alliance pledged to establish 10 new industrial parks in every district, 100 MSME parks, and over 50,000 cottage industries. Promises also include setting up a defence corridor, a semiconductor manufacturing park, and global capability centres to attract high-tech industries.
A world-class medicity and a medical college in every district have also been promised, alongside the development of Bihar as a textile and silk hub of South Asia.
Support for Farmers
The NDA’s manifesto includes several welfare schemes for farmers. It promises guaranteed MSP for all crops and the launch of the Karpuri Thakur Kisan Samman Nidhi, offering an additional ₹3,000 per year on top of the existing PM-Kisan aid — taking total assistance to ₹9,000 annually.
Fishermen will see their assistance double to ₹9,000, while ₹1 lakh crore will be invested in strengthening agricultural infrastructure across Bihar.
Education and Youth Development
The NDA also promises to transform Bihar’s education landscape. An Education City will be developed, and campuses of top global universities will be invited to open in the state.
Poor and underprivileged students will receive free, quality education from KG to PG, and the Mid-Day Meal Scheme will be expanded to include nutritious breakfast.
Social Justice and Inclusive Development
For Scheduled Caste (SC) students, residential schools will be opened in every subdivision, along with ₹2,000 monthly assistance for those pursuing higher studies. Students from Extreme Backward Classes (EBC) will receive up to ₹10 lakh in financial support for higher education.
The NDA also pledged to build 50 lakh pucca houses, provide 125 units of free electricity, free treatment up to ₹5 lakh, and continued free ration under welfare schemes. A social security pension will also be extended under the PM Awas Yojana.
Cultural and Religious Heritage Development
The manifesto highlights the NDA’s commitment to promoting Bihar’s spiritual and cultural legacy. The alliance has promised to develop the birthplace of Goddess Sita, Janaki’s birthplace, into a world-class spiritual destination named ‘Sitapuram’.
It also vows to construct the Vishnupad Corridor and Mahabodhi Corridor, and expand Ramayana, Jain, Buddhist, and Ganga tourism circuits to boost pilgrimage tourism.
A Vision for a Transformed Bihar
With promises spanning employment, infrastructure, agriculture, education, and women empowerment, the NDA’s 2025 manifesto positions itself as a roadmap for a “prosperous, modern, and self-reliant Bihar.”
As the state heads toward the first phase of voting next week, the ambitious ‘Sankalp Patra’ is expected to shape the political narrative, setting the stage for a high-stakes election battle.
