Chief Minister Dr. Himanta Biswa Sarma on Sunday ceremonially launched Swagat Satirtha Portal 2.0 at Lok Sewa Bhawan in Guwahati, marking a significant step towards simplifying and digitising the process of mutual transfers for Grade III and Grade IV government employees in Assam.
The upgraded portal builds upon the success of Swagat Satirtha 1.0, which had facilitated the approval of 4,502 transfer applications, benefitting as many as 9,004 employees across 32 government departments. The initiative has been widely acknowledged for bringing transparency and fairness into a process that often posed administrative and personal challenges for employees.
With the launch of version 2.0, the state government aims to further strengthen transparency, accountability, and ease of governance by making the mutual transfer mechanism more efficient, rule-based, and technology-driven. The portal is expected to reduce delays, eliminate discretionary practices, and ensure that transfers are carried out in a structured and transparent manner.
Reacting to the launch, Chief Minister Dr. Himanta Biswa Sarma, in a post on X, said that Swagat Satirtha 2.0 reflects Assam’s commitment to innovative digital governance. He emphasized that the transfer of government employees must strictly adhere to rules and be enabled through technology, asserting that such processes should never become instruments for rent-seeking or undue influence.
The Chief Minister reiterated that digital platforms like Swagat Satirtha play a crucial role in bringing the administration closer to the people while improving internal governance systems. By minimising human intervention and enhancing accountability, the portal is expected to foster trust among government employees and ensure smoother administrative functioning.
The launch of Swagat Satirtha Portal 2.0 aligns with the Assam government’s broader vision of leveraging technology to deliver transparent, citizen-centric, and corruption-free governance.
