Three Arunachal Women Allege Racial Abuse by Neighbours in South Delhi, FIR Filed

Three women from Arunachal Pradesh, currently living in Malviya Nagar in south Delhi, have accused a neighbouring couple of subjecting them to racial slurs and verbal abuse following a disagreement over minor repair work, police officials said on Sunday.

Based on the complaint, Malviya Nagar police have registered an FIR against the accused couple, identified as Harsh Singh and Ruby Jain, under multiple provisions of the Bharatiya Nyaya Sanhita (BNS). The sections invoked include Section 79 for insulting the modesty of a woman, Section 351(2) for criminal intimidation, Section 3(5) for acts done with common intention, and Section 196 for promoting enmity or hatred between groups. Police confirmed that Section 196 is a cognisable and non-bailable offence.

According to police and reports, the incident occurred on February 20 when an air conditioner was being installed at the women’s fourth-floor apartment. During the installation, dust and debris allegedly fell onto the lower-floor flat occupied by the accused couple, triggering an argument. What began as a verbal exchange reportedly escalated, with the neighbours allegedly making derogatory and racially offensive remarks directed at the women.

A video purportedly capturing the confrontation has since circulated on social media. In the clip, one of the women can be heard refuting the accusations and asking the neighbour to verify the claims being made against her.

Reports further indicate that tensions intensified when a building broker allegedly informed the women that they would have to vacate the apartment within two months, citing upcoming repair work. The complainants have demanded a formal apology, stating that the alleged remarks went beyond personal abuse and insulted the dignity of people from the North East.

Police officials said no physical assault was reported in the incident. However, the women have alleged that they were subjected to mental harassment and humiliation. Further investigation into the matter is underway.
