Guwahati: Teachers in Assam who have been transferred under the mutual transfer process but are currently performing Census-related duties have received relief from the Directorate of Elementary Education (DEE), Assam.
The Directorate has withdrawn the mandatory 14-day joining period for teachers engaged or deployed in Census work following the intra-district and inter-district mutual transfer orders issued through the Teacher Transfer Management System (TTMS).
The relaxation, however, applies only to teachers involved in Census duties.
Teachers who are not assigned to Census-related work will still be required to report to their newly allotted schools within the joining period specified under the terms and conditions of the transfer orders issued on August 10.
Relief for Teachers Unable to Leave Census Assignments
The issue had emerged after several primary teachers who received transfer orders found themselves unable to join their new places of posting because they were already engaged in Census duties.
The Assam State Primary Teachers’ Association (ASPTA) had raised the matter and sought an extension of the joining deadline for teachers affected by the situation.
According to the association, some District Commissioners had directed teachers assigned to Census work to continue their responsibilities and not be relieved until the completion of their assigned duties.
This created a conflict between the requirement to complete Census-related responsibilities and the 14-day deadline for joining their new schools.
The teachers’ association had suggested that such teachers should be permitted to join their new schools within seven days of being formally relieved by the concerned District Commissioner after completing their Census assignments.
While the Directorate has not introduced the specific seven-day proposal suggested by the association, its latest decision removes the immediate deadline issue by exempting Census-duty teachers from the prescribed 14-day joining period.
All other conditions attached to the respective intra-district and inter-district mutual transfer orders will remain unchanged.
