Mission Basundhara 4.0 to Begin on December 25, Assam Expands Land Reform Initiative

Guwahati: The Assam Government has announced that the next phase of its flagship land reforms programme, Mission Basundhara 4.0, will be rolled out on December 25, 2026, introducing fresh measures aimed at modernising land administration and extending land ownership benefits to a larger section of the population.

The launch has been scheduled to coincide with National Good Governance Day and the birth anniversary of former Prime Minister and Bharat Ratna Atal Bihari Vajpayee.

Over the past editions, Mission Basundhara has significantly reshaped the state’s land governance framework. Official figures indicate that the initiative has enabled more than 3.56 lakh families to secure land ownership while facilitating the settlement of over 4.53 lakh bighas of land across Assam.

The fourth edition will place greater emphasis on technology-driven governance. A digital survey of Char areas will be undertaken to improve the accuracy and accessibility of land records in riverine regions. The programme will also introduce dedicated provisions for communities including the Moran, Matak, Ahom, Chutia, Koch Rajbongshi, indigenous communities of the Barak Valley, and other indigenous groups to ensure wider access to land-related benefits.

In addition, the government plans to strengthen digital land management through initiatives such as Jorip, MATI and ASOM, which are intended to create more efficient and transparent land records. Faster processing of land approvals for Micro, Small and Medium Enterprises (MSMEs) and Khadi-based projects is also expected to support industrial growth and employment generation.

Chief Minister Himanta Biswa Sarma, in a post on X, said Mission Basundhara has become Assam’s most transformative land reforms initiative, helping over 3.56 lakh families fulfil their aspiration of owning land. He confirmed that the fourth phase of the programme would be formally launched on December 25.

According to the Assam Government, Mission Basundhara 4.0 is expected to further improve transparency, accelerate the digitisation of land records and strengthen the delivery of land-related services, while ensuring secure land rights for eligible beneficiaries across the state.
