Shillong, May 28: The Meghalaya Cabinet has approved the introduction of a One-Time Settlement (OTS) scheme aimed at providing significant relief to commercial vehicle owners and transporters burdened by accumulated penalties related to motor vehicle taxes, passenger and goods taxes, and fitness certificate renewals.
The announcement was made by Meghalaya Chief Minister Conrad K. Sangma through a post on X, where he stated that the initiative was designed to ease the financial pressure faced by transporters across the state.
According to the Chief Minister, many commercial vehicles in Meghalaya had accumulated heavy dues over the years because of pending renewals of motor vehicle taxes, passenger and goods taxes, and mandatory fitness certificates. Although the original fees were comparatively modest, the penalties imposed over time became disproportionately high, creating severe financial hardship for vehicle owners and local transport operators.
Highlighting the challenges faced by transporters, Sangma said that many of them depend entirely on these commercial vehicles for their livelihood. Recognising the economic strain on local citizens, the state government decided to introduce the settlement scheme with substantial exemptions on penalties.
Under the newly approved OTS scheme, the government will provide:
90% exemption on penalties related to pending fitness certificates
80% exemption on penalties for pending Motor Vehicle (MV) Tax and Goods & Passenger Tax
The government stated that the scheme would remain valid until August 31, 2026, giving transporters and vehicle owners ample time to clear their dues and regularise their documents.
The initiative is expected to benefit thousands of commercial vehicle owners, including truck operators, taxi drivers, bus owners, and other transport service providers operating in Meghalaya. Officials believe the move will not only reduce the financial burden on transporters but also improve compliance with transport regulations in the future.
The Chief Minister urged all transporters and vehicle owners to take advantage of the one-time opportunity and complete the settlement process within the stipulated period.
Industry observers say the decision could provide a major boost to the local transport sector, which has faced economic challenges due to rising operational costs and delayed compliance payments. The scheme is also expected to help the government improve revenue collection by encouraging vehicle owners to clear long-pending dues through affordable settlements.
The Meghalaya Government is expected to issue detailed operational guidelines and procedures regarding the implementation of the scheme in the coming days.
